Executive Staff
Rik Hart > General Manager
Rik Hart joined Warringah Council as General Manager in March 2007. He came to Warringah from New Zealand having been the Chief Executive of Hutt City Council for six years. Mr Hart has previously worked in Australia as the CEO of the Department of State Development in Victoria and has extensive experience in public and private sectors.
Gayle Sloan> Director Community and Environmental Services

Gayle came to Warringah Council in August 2007 after working since 2001 as a Director at both Parramatta and Sydney City Councils. Prior to this, Gayle worked in the NSW State Government firstly in the NSW Attorney General's Department and then as an Advisor to two NSW Cabinet Ministers - the NSW Attorney General and Police Minister. Gayle has a Bachelor of Laws and Arts from the University of Adelaide.
John Warburton > Director Corporate Services
John has had a varied public service career spanning 22 years in federal, state and local government with the unifying themes of organisational improvement and institutional strengthening. After ten years at the Independent Commission Against Corruption he was appointed to the role of Internal Ombudsman at Warringah Council in 2003. In this capacity he has instigated and championed governance initiatives to improve systems, transparency and accountability. He was appointed Director of Corporate Services at Council in 2006. John has an Honours degree in political science and has published numerous papers on governance and corruption prevention. He is a member of the Australasian Political Studies Association.
Malcolm Ryan > Director of Planning and Development Services
Malcolm joined Warringah Council in 2006 after working at Blue Mountains City Council, Byron Shire Council and Hawkesbury City Council in various roles. He has a Bachelor of Town Planning, an Associate Diploma in Applied Science and over 25 years experience working in NSW Local Government. He is a Fellow of the Spatial Sciences Institute and a member of the Planning Institute of Australia.
