On September 13, 2008, Warringah residents and ratepayers elected Michael Regan as Mayor.

Michael Regan is proud to be the first popularly elected Mayor of Warringah. With more than 17 years experience working in local government, he is familiar with the processes and functions of councils and is acutely aware of the high expectations that ratepayers have of their elected Council. Mayor Regan has also worked in the private sector and understands the challenges businesses face and the impact that local government decisions can have on their operations. Mayor Regan is passionate about the area and the local community and believes Warringah Council should be run in a professional and cooperative manner. He understands the challenges facing Warringah and the impact that local government can have on all facets of people’s lives. He enjoys meeting with members of the local community and looks forward to working with them over his term in office to achieve some realistic, long-term results for Warringah. |

WARD A
Michelle Ray has over 16 years professional experience combining industrial relations, human resources and policing. Michelle has practical expertise in coaching and mentoring, occupational health and safety, exposure to business administration, negotiation and investigative skills, training and presentation, project management and a commitment to customer service excellence.
Michelle grew up on the northern beaches and is concerned with ensuring a sustainable local environment, especially the Narrabeen Lagoon catchment, beaches, waterways, parklands and open spaces. (Back)
Jason Falinski is the Managing Director and founder of CareWell Health – a designer and supplier of innovative healthcare equipment and furniture since 2004. Jason previously worked as senior policy adviser to the former Federal Leader of the Liberal Party, John Hewson and Barry O’Farrell, and an executive at Insurance Australia Group. Jason has a Master of Business Administration, a Graduate Diploma in Applied Finance and Investment, and a degree in Agricultural Economics.
Jason has lived in the Warringah area for 27 years and is an active member of several community organisations, including the Australian Republic Movement and is the Director of the Australia Asia Young Leaders Program. (Back)
Vincent De Luca is a Solicitor of the Supreme Court of NSW and has worked as a public official since 2002. Vincent has a Bachelor of Arts and Bachelor of Law and a Graduate Diploma in Legal Practice.
Vincent grew up on the northern beaches and has volunteered for many community organisations. His services include Chair of the Curl Curl Youth & Community Centre Management Committee for over a decade, President of the Dee Why Beach Sports Club, Vice Patron and Patron of the Save Manly Dam Catchment Committee, President of Give Anything Prevent Youth Suicide, an Ambassador for Prevention of Violence Against Women (White Ribbon Day), a fund raiser for the Cancer Council of NSW, a member of the Curl Curl Sports Management Committee and the Peoples’ Council on Drug Prevention – High on Hope . In 2004 he was awarded the Order of Australia Medal for his volunteer services to the community. (Back)
WARD B
Bob Giltinan is the President of the Association of Tennis Professional Coaches Association. The former tennis professional represented Australia in the Davis Cup many times and was ranked 16th in the world in the early 1970s. From 1971-73 he was conscripted for national service during the Vietnam War. After retirement from tennis Bob was appointed as the Australian Davis Cup Selector, National Selector and State Coach.
Bob has made many contributions to community and government organisations. In 2000 he was awarded the National Sports Medal, in 2001 he was recognised as an international volunteer and in 2005 was honoured for his services to the Davis Cup. (Back)
Christina Kirsch is a registered Organisational Psychologist, researcher and consultant to national and international corporations. In her professional career she is focusing on the analysis and redesign of organisations, organisational change processes, cross-cultural management and organisational sustainability.
Christina is passionate about preserving Warringah’s natural environment and was instrumental in the agreement between the Metropolitan Aboriginal Land Council, Brookvale Valley Community Group and Warringah Council to rehabilitate local bushland. Her main objectives are stopping over-development, supporting public transport and cycleways, acting on climate change, ensuring more equitable access to community assets and creating a more sustainable Council and community.
Christina moved to Australia in 1997. She is a volunteer lifesaver at Dee Why Surf Lifesaving Club. (Back)
Helen Wilkins is an architect with a Doctorate in Long-term Sustainable Urban Development. She has published and presented internationally on the topic and is currently working on a program of developing and promoting our understanding of long-term socially sustainable built environments. She also has a Masters Degree in low-energy building design and over 25 years experience working in a range of areas in the building industry. Helen has worked and studied in Sydney, the United Kingdom and Egypt as an architectural-archaeologist. She has run her own business as an artist, illustrator and technical drawing teacher at various Sydney colleges and universities.
Helen has been involved in community activities since moving to the northern beaches in 1991. These have included the Manly Vale Residents’ Action Group, the Manly Vale Public School P&C and School Council, the Montessori Farmhouse Preschool and the Manly Warringah Community College. She has also been a volunteer on several local environmental programs and school sporting organisations. (Back)

Julie Sutton is a Civil Marriage Celebrant and a Justice of the Peace. She has a Masters of Arts (Hons) degree and a Diploma of Education and taught English and Modern Languages at various peninsula high schools between 1965 and 1986. Julie was elected as a councillor at Warringah Council in 1980 and in 1995-96 she became Warringah’s first female Mayor. She was re-elected as Mayor in 2002 - 2003.
Julie’s council work included the development of business parks which provided hundreds of jobs in Warringah, the creation of Garigal National Park, and supporting the Forest Community Association in establishing the Glen Street Theatre.
Julie has lived in Warringah since 1965. She is a loyal supporter of the Rural Fire Service, the State Emergency Service and Surf Live Saving and is a patron of many local sporting, cultural and community groups. (Back)
Conny Harris is a medical practitioner and has worked in hospitals in Germany, the United Kingdom, Dubbo, Armidale and Sydney.
Conny moved with her husband and three children to Oxford Falls in 1997 and became involved with local schools and environmental matters. She has held executive roles with Manly Food Co-operative, The Green Tucker Store, Belrose Rural Community Association, Friends of Narrabeen Lagoon Catchment and was chairperson of Garigal Landcare and Envirolink. She was appointed community representative on the Sydney Northern Beaches Catchment Management Committee, the Northern Region Waste Management Board and the Northern Beaches Threatened Species Working Group. The royal Zoological Society published her road kill research and Past, Present, Future of the Narrabeen Lagoon Catchment is submitted for publication. She has also lectured for the Australian Plant Society.
Conny joined The Greens in 2002. She has taken a break from medical work in the Emergency Department at Mona Vale Hospital but continues to run a wholefood school canteen whilst serving as Deputy Mayor. (Back)
Register of Donations and Expenditure Declarations
Section 328A of the Local Government Act 1993 which comes into effect from September 1, 2008 provides that Council must keep a public register of all current donations and expenditure declarations lodged by councillors with the Election Funding Authority. The Department of Local Government has advised that the following link to the Election Funding Authority website will satisfy the requirements of Section 328A:
