About the Warringah Local Environmental Plan 2000 (WLEP2000)

The Warringah Local Environmental Plan (WLEP2000) is the document that contains the rules and regulations for development in Warringah. It has been in operation since 5th December 2000 and is the first plan in NSW to use places called Localities, rather than traditional zonings as the basis for determining what land uses and development can be carried out in what places.

There are 73 Localities making up the WLEP2000. Each Locality has been identified because it has distinctive features in the natural and built environment which make up its character. The WLEP2000 reflects that character in the Desired Future Character Statement for each locality. This statement provides objectives for future development in the Locality, its future character and the type and form of new development. Each Locality Statement also includes the categories of land uses that are or may be consistent with the desired future character, standards to control the built form of development in that Locality as well as listing any heritage items contained in the Locality.

Other components of the plan are:

  • Part 1- Introduction & Part 2 - Control of Development, which contain clauses explaining how the plan operates,
  • Part 3 - Reservations, which contains clauses which deal with land that is reserved for public purposes, such as open space,
  • Part 4 - General Principles, which address a range of principles governing development, such as health and safety, site planning and building design, traffic, access and parking, soil and water management and heritage.
  • Schedules, which provide more detail on other aspects of development under the LEP eg. Exempt and Complying Development, State policies, preservation of bushland, subdivision of land, traffic generating development, principles and standards for housing for older people or people with a disability.

There is also a set of maps which accompany the WLEP2000 and show such things as the boundaries of the Localities, the location of medium density housing areas and land which is public open space.
